Several cities, including Minneapolis, St. Louis Park, Maple Grove and Woodbury, have ordinances regulating turbines. But most local government officials have found themselves in uncharted bureaucratic waters with zoning codes and ordinances that weren’t written to regulate renewable energy projects.
