Senators, White House in talks to finish infrastructure bill

Biden met Tuesday morning with Sen. Kyrsten Sinema of Arizona, one of the Democrats’ leaders in the infrastructure bargaining, at the White House to discuss the talks, said two people who acknowledged the session only on condition of anonymity. White House press secretary Jen Psaki said after the president’s meeting with Sinema, “They are very much aligned on the path forward.” Psaki said the administration is “not setting new deadlines” for a deal, but sees “good signs.” [ read more … ]

Agencies expected to miss Biden’s deadline for tailpipe rule

Hours after being sworn in as president, Joe Biden gave EPA and the Transportation Department a July 2021 deadline to undo a Trump administration rule that gutted the clean car standards Biden helped craft as vice president. The agencies are not expected to meet this week’s deadline, and questions are swirling about the scope of a cars rule that could play a central role in cutting emissions from the nation’s biggest source of CO2. “Is the proposal going to reinstate the Obama standards, is it going to embody the agreement California reached with auto companies, which was less stringent, or will it be somewhere in between?” said Richard Revesz, a professor at the New York University School of Law.

‘California dreaming’

Over 100 lawmakers are pushing EPA Administrator Michael Regan today to formally give his blessing for California’s stricter tailpipe emissions standards. The lawmakers, spearheaded by chairs of infrastructure-related committees including Carper and Rep. Frank Pallone , wrote to Regan that the Trump administration acted unlawfully when it repealed the Clean Air Act waiver that let California adopt the standards, which have since been adopted by 13 states and D.C. New transmission can prevent power outages during extreme weather — and save tons of money

Lack of new transmission capacity isn’t just holding back U.S. clean energy growth. It’s also leaving large parts of the country more susceptible to extreme weather-driven grid outages, at the cost of billions of dollars in economic damages. That’s the finding of a report released Thursday. It calculates that more transmission could have reduced the impact of winter storm power outages that ravaged Texas this February, as well as similar, if far less dire, winter and summer grid emergencies over the past decade. Why wires matter for Biden

Interstate transmission lines are critical to transporting electricity from places, typically rural areas such as the Great Plains, that have an abundance of wind or solar to consumers in population centers. Biden’s goals of carbon-free power by 2035 and net-zero emissions across the entire economy by 2050 will require a doubling or tripling of the U.S. transmission system, according to a recent report from the Energy Systems Integration Group, a nonprofit organization that advises on grid planning.
