The Department of Homeland Security sent alarm bells ringing across the power sector Monday when it announced that Russian-backed hackers have infiltrated utility control rooms, gaining the “ability to throw switches” and cause potential blackouts in a campaign that claimed “hundreds” of victims. EPA to send revamped power plant rule to OMB next month

EPA is wrapping up a proposed rulemaking package that targets the Obama-era rule for reducing carbon dioxide emissions at new power plants, according to a court filing late yesterday. The agency plans to send the proposal to the White House Office of Management and Budget in August, EPA told the U.S. Court of Appeals for the District of Columbia Circuit. [ read more … ]

Top Chinese official to co-chair Calif. climate summit

China’s top climate change negotiator will participate in California Gov. Jerry Brown’s (D) global climate summit in September, state officials announced yesterday. Xie Zhenhua, the former vice chairman of China’s top economic policymaking body, will serve as a co-chair of Brown’s Global Climate Action Summit, scheduled for Sept. 12-14 in San Francisco. Rocky Mountain Power’s Wyoming expansion approved
