First sweeping energy review recommendations a year away — Moniz

The Obama administration is about a year away from delivering its first recommendations from a sweeping energy policy review, Energy Secretary Ernest Moniz said today.

The Quadrennial Energy Review was formally launched earlier this month, although work related to the interagency effort has been ongoing since just after Moniz took the helm at the Department of Energy last year. Moniz has said the first review will focus on the lack of pipelines and related infrastructure to support oil and natural gas production.

Speaking to the U.S. Conference of Mayors this afternoon, Moniz said the effort would include annual progress reports as part of the broader effort.

“We’re taking one year at a time, and if you do four in a row it’s called quadrennial,” he said.

The QER is meant to produce policy recommendations for DOE and other federal agencies, Congress and other stakeholders. Moniz said that it also would encompass ideas culled from states and cities and that improving coordination with local governments remains one of his top priorities as Energy secretary.

“We hope to come out in about a year with our first set of recommendations for what the federal government should do,” which could include policy changes or technical assistance to state or local governments, he said.

The focus on infrastructure is meant to identify ways to make pipelines, storage facilities, the electric grid and other facilities “much more resilient” to threats from extreme weather becoming more prevalent due to climate change, Moniz said. It also would aim to integrate cybersecurity protections as well as more traditional physical threats, he said.
